From Million People March to Million People’s Signatures: The launching of People’s Initiative in Baguio to Abolish the Pork Barrel System

Tongtongan Ti Umili, with the Abolish Pork Movement-Metro Baguio will be launching the People’s Initiative to Abolish the Pork Barrel System on Monday (August 25, 2104) at Baguio People’s Park from 10:00am to 12:00nn. This campaign aims to gather more than 10% signatures of registered voters in the country, with at least 3% from all legislative districts, enabling the People’s Initiative Bill to be voted on in a referendum.

The bill, entitled “An Act Abolishing the Pork Barrel System” abolishes the presidential and congressional pork barrel, mandates line item budgeting, prohibits and criminalizes appropriation and use of lump sum discretionary funds, penalizes violators with six years and one day to ten years imprisonment and disqualification from holding public office (taken from the bill description).

“In celebration of National Heroes Day and the anniversary of the #MillionPeopleMarch, we are calling on everyone to become heroes in changing the system of our government by taking part in the People’s Initiative Campaign. Let us continue our united stance to abolish the whole pork barrel system and put an end to a corrupt and anti-people government” stated Tracy Anne Dumalo, secretary-general of Tongtongan Ti Umili and co-convenor of Abolish Pork Movement-Metro Baguio.

Justice for Victims of Palparan’s Terrorism!

The Cordillera Peoples Alliance joins defenders and advocates of people’s rights in the country in welcoming the arrest of the Butcher Jovito Palparan.  We warn however that there should be no special treatment at all for Palparan, and that his arrest should not be a cover-up to the continuing human rights violations under the US-Benigno Aquino regime.

 

Palparan led the US-backed Oplan Bantay Laya I and II during the US-Arroyo regime, where at least 1,206 extrajudicial killings were documented by KARAPATAN  including 206  victims of enforced disappearance that remain missing up to present.   The most prominent cases directly involving Palparan are those of UP Students Karen Empeño and Sherlyn Cadapan, abducted in 2006, and Jonas Burgos, abducted in 2007, an alumnus of the Benguet State University.

 

Palparan is accountable for the extrajudicial killing of at least 151 indigenous persons from 2001 to 2010, including the forced evacuation of at least 800 Mangyan families when the Butcher virtually turned Mindoro into a laboratory for Oplan Bantay Laya. We have not forgotten Palparan’s crimes in the Cordillera either, under the US-Cory Aquino regime that unleashed Oplan Lambat Bitag, and the countless cases of human rights violations such as torture and killings in the region.

 

Palparan’s arrest is but the start of the quest for justice for the thousands summarily executed, tortured, raped, abducted and the many communities bombed and hamletted. Palparan’s arrest does not end impunity, as the current US-Benigno Aquino regime also has blood on its hands, with Oplan Bantay Laya renamed into the deceptive Oplan Bayanihan. With the present Oplan of the Aquino regime, same human rights violations committed by Palparan are directed against the people.   

 

CPA will continue to monitor the development of the case and until he is brought behind bars. We also call on all the victims, survivors and witnesses to find courage and file charges against Palparan. CPA will also continue to support the families and survivors of Palparan’s terror in their quest for justice.  ***

40 days ni Oscar Caranto: Patuloy na Panawagan para sa HUSTISYA

Minamarkahan ng araw na ito ang ika-40 na araw simula ng namatay si Oscar Caranto—isang manininda na pinagbintangan ng mga tauhan ng Baguio Public Order and Safety sa pambabato ng isang L300 van kung kaya nabasag ang windshield nito. Bago pa man mapatunayan kung sino ang tunay na may sala sa pambabato, agad-agad nang binugbog si Caranto sa opisina ng POSD sa Block 4 sa palengke. Ang pambubugbog na ito ay nagdulot ng pagkakaroon ng mga internal injuries at kanyang pagkmatay noong July 4, 2014 sa Baguio General Hospital.

Nagsagawa ng isang petition signing campaign ang Tongtongan Ti Umili upang igiit ang panawagan para sa hustisya sa pagkamatay ni Oscar sa kamay ng mga tauhan ng POSD. Ang petisyon na ito ay isinumite sa opisina ni Mayor Domogan at Vice-Mayor Bilog at naglalaman ng mga sumusunod na panawagan:

  1. Itigil ang marahas na pamamalakad ng POSD at mga pulis sa mamamayan lalo na sa mga ambulant at market vendors;
  2. Agarang imbestigahan ng city Government ang karahasan ng POSD na nagdulot ng pagkamatay ni Oscar Caranto at iba pang nabugbog;
  3. Iginigiit namin sa gubyerno na resolbahin ang kawalan at kakulangan sa kabuhayan at krisis sa trabaho;
  4. Iginigiit naming ang hustisya para kay Oscar Caranto at iba pang biktima ng karahasan ng POSD.

Ang pamilya ni Caranto ay nag-file ng kaso ng murder nitong nakaraang July 22, 2014 sa opisina ng City Prosecutor. Isa sa nadulot nito ay ang pagkakakatanggal ng anim na tauhan ng POSD.

Ngunit hindi dito tumitigil ang ating panawagan para sa hustisya sa pagkamatay ni Oscar Caranto.

Ang karahasan ng POSD, isang dibisyon a direktang nasa ilalim ng opisina ng City Mayor, ay matagal na at paulit-ulit na problemang kinakaharap ng mga manininda sa ating syudad. Ilang daang mga kaso ng pag-kumpiska ng mga paninda at kagamitan ng mga vendors ang araw-araw nagaganap habang napakataas ng singil upang matubos ito. Dagdag pa ito sa mga pisikal na pananakit ang verbal na pambabastos sa mga naghahanap-buhay sa ating syudad. Hindi lamang ang mga paninda ng mga ambulant vendors ang nakukumpiska, bagkus ay maging sa may mga pwesto.

Malayang-malaya itong nagagawa ng mga tauhan ng POSD dahil sa kanilang kaalaman na sa opisina lamang ng mayor sila may pananagutan. Dagdag pa ito sa kanilang excuse na “ginagawa lamang nila ang kanilang trabaho”. Ngunit walang anumang trabaho ang nagbibigay karapatan kanino man na mambugbog, pumatay at lumabag sa karapatang pantao. Lalo pa na ang mga manininda sa ating syudad ay naghahanap lamang ng hanap-buhay at mapapagkitaan dahil sa kawalan ng mga disenteng trabaho.

Alinsunod dito, ang pagkatanggal ng anim na tauhan na sangkot sa pagkamatay ni Oscar Caranto ay hindi nagbibigay kasiguraduhan na titigil na ang marahas na pamamalakad ng POSD, lalo na ang brutal na mga demolisyon na lalo pang nagpapahirap at nagtatanggal ng karapatan ng mamamayan sa pagkakaroon ng hanap-buhay.

Nararapat lamang na ating ipagpatuloy ang pag-giit sa pananagutan ni Mayor Domogan at ng kanyang opisina, lalo pa na namamayani ang ganitong pamamalakad sa ating syudad. Habang hindi naglalaan ang gubyerno ng syudad ng maayos na programa para sa disenteng mga trabaho, hindi mawawala ang mga ambulant vendors na naghahanap ng mapagkukunan ng panggastos sa pangaraw-araw. Kung kaya naman, ito ay hindi dapat salubungin ng marahas na demolisyon ng POSD.

Batay dito, nararapat lamang na ating ipagpatuloy ang panawagan para sa hustisya sa pagkamatay ni Oscar Caranto at iba pang mga manininda na humarap na karahasan mula sa POSD. Hindi titigil ang ating panawagan para sa karapatan na mabuhay at maghanap-buhay dahil lamang may anim na tauhan ng POSD na natanggal.

Hinihikayat ng Tongtongan Ti Umili, kasama ang mga manininda sa syudad ng Baguio, na tayo ay maging mapag-bantay upang hindi na maulit ang ganitong mga kaso ng paglabag ng ating mga karapatan.

Hustisya para kay Oscar Caranto at sa lahat ng mga biktima ng marahas na pamamalakad ng POSD!

Igiit ang karapatan para sa disenteng hanapbuhay!
